The tips page is showing the footer information first, making somewhat of an inconvenience.

Alright, except for the fact the window is too small for the main logo, it works now.

I would tried to fix it myself, but I couldn't get into SF today for some reason.

i don't notice the window being too small so much as the page content doesn't appear to be centered. i'm not familiar with the code so i don't know where to start looking :(

perhaps sourceforge had a problem earlier? i'm logged in now, and there's hardly anybody else logged in.

I removed the banner and changed the window dimensions. How does it look now?
