A “Password Maker CoolKey” appeared on my Customize Google Toolbar list. But I can’t figure out what it does. Help, please.

It's a toolbar button that does the CoolKey feature of PasswordMaker. Basically, if you like to use toolbar buttons instead of keyboard shortcuts I guess.

CoolKey is typically used to automatically populate username/passwords/other fields at websites you use with PasswordMaker (although it can be used to clear usernames/passwords, too). You can take it off the toolbar if you don't want it.
